The following statement made in B.3.C. news broadcast 1300 hrs. 6 Dec.
BEGINS
The Military Administration of Hong Kong ended this morning.
Proclamation issued by Admiral Harcourt the C.-in-C. has handed over
all his powers and responsibilities to the Chief Civil Affairs Officer.

Proclamation made. We presume that this was delegation of powers to
C.C.A.0. as per para. 5 of your Civil Affairs Directive in 302300/Aug.
but statement as it stands is misleading.
